Interesting how a couple of the answers include links with their affiliate number so they get commission if you buy, eh. Nothing wrong with that, naturally, but never hurts to keep an open mind in such matters :D
Personally, unless you are talking serious money (with Rackspace) I don't have a great deal of confidence for English hosts. As has been mentioned, of the UK one, I'd give www.1and1.co.uk a try.
I don't like Fasthosts and I'd never, ever use (again) nor recommend to anyone, for any reason:
Pipex / Webfusion / HostEurope / 123Reg.co.uk
(Google 'Pipex downtime' or similar and see what I mean!)
(Acknowledging that 123Reg are the best on price if you want .co.uk domains)
Stateside hosting can be ridiculously cheap - and generally has better uptime too.
There are free hosting solutions - providing you accept their adverts, but it's just not worth it!
In America, GoDaddy have ad free web hosting from as little and $3.99 a month (a little over £2). If you buy a domain at the same time you can get a .com for a mere $1.99
One point to strongly bear in mind - if any host wants you to agree to a one year contract first - run away! With monthly billing (and no year long contract) if (when?) things go pear shaped if is far easier to just move to another, hopeflly more professional host.
Trust me on this, from bitter experience, many hosts have rather double standards - if you miss a payment, they get legal. If your website goes down, I can practically guarantee they will weasel out of any responsibility - right down to even admitting they owe you an apology!!!
Anyway, for a poxy $6 (£3) including a domain of your choice, monthly billing (from $3.99 a month) I'd have to say GoDaddy is worth a good look.

$5 a month and really reliable. That allows you 20gigs bandwidth a month. To upgrade to the next price plan is dirt cheap and no hassle. I use them for all mine and they are great. Any problems they get back to you really quick. Im UK based and have never found any issues with them being US based.
I highly recommend them.
