The only federal funding that I know is through the National Endowment for the Arts, http://nea.gov . To my knowledge it is almost impossible to get $ from the NEA, but not impossible. The NEA also provides every state with federal funds. Each state has a state arts council, in my case it's the Ohio Arts Council. The state arts councils are much easier to get money from. In Ohio about 8% of those who apply for an individual artists grant, gets one. But project grants come much easier if you have a proposal for an art project that benefits the community. One last thing, any new construction buildings that will serve the public sector (health depts., state offices, etc.) that are financed by state money are required to spend 1% on art (i.e., if the project has $10 million in state/federal funding then they are required to spend $100,000 on art, a little known fact that would upset a lot of people), artists can, through their state arts council find out where they are building and how to submit a purposal. First create art that stretches the boundaries of the First Amendment. This allows Congresspersons to use you as an example of how all money spent by the government on the arts is wasted and all funding should be cut. Then wait until hell freezes over, because all the funding has already BEEN cut. Seek private foundation money or create something that is commercially viable.

How do we know what you are doing is considered art? I know art is subjective, but if you are squeezing paint into your rectum and then farting it out onto a canvas, I don't think they will give you a grant.
