With hold the cure for aids for about 20 years
Let the tobacco industry break the law and add addictive chemicals to cigarette's
Let fast food chains use FD&C coloring that cause cancer.
Put more guns on the street.
Make heathcare unaccessable to pregnant mothers.
incarcerate most of the males so they cant reproduce.
Drugs is always a good killer flood the street with meth crack ..heroin this also promotes aids..kill 2 birds with one crack rock
Put more Bars more liquor stores in the neighborhood"good ole liver disease "
Polute contaminate the water..
maybe use the media, music print to encourage distructive behavior
Send the youth's off to die in war.
If that doesnt work you can alway scare em with the thought of terrorism maybe they will die from stress high blood pressure or suicide
or maybe un leash the bird flu,mad cow or anthrax..small pox
or just sit by and let a natural disaster kill em while you discuss
how to pic up the bodies and rebuild

I think that maybe people who don't want or cant have kids should be able to transfer their baby allowance to a couple who is more suited to have more kids. That's they only way that would be fair.
I also think that people who are impoverished should get vasectomies and the women should get the shot. When they can afford to have a child, they will surely be able to reverse the vasectomy or prove it to health officials to stop receiving the shot. I'm more concerned about starving kids than too many kids in one family. If you can afford it, that's the only way you should be allowed to do it.
