The hairs appear to be white, but are actually translucent and transmit the light down to the skin. Below these hairs are "under-hairs" of orange or yellow.
The skin of the bear is black to draw every bit of possible heat from the sunlight.
With the exception of a few hybrid bears, the colour is dictated by what frequency of visible light is reflected from the surface of the hair.
So you could quip that a polar bear is colourless.

A polar bear's fur reflects sunlight. The sunlight 'bounces' off of it. That is why it looks white in color, but the coat can vary from pure white to creamy yellow to light brown depending upon season and angle of light. Underneath the fur, the bear's skin is black.

Initially they're a sort of creamy white, as they get closer you can distinguish the black skin, once they've pounced and consumed you they're kind of pinky red from the inside.

I read somewhere that their hair is actually clearish white and hollow. They normally look white, but there was one in the LA zoo that got algae or something in its hairs and was green.
