The easiest way would be to take gunpowder or powdered ammonium nitrate and mix it with an elastomer such as synthetic rubber in the proportion 10parts explosive:1part elastomer/rubber. mix the powdered explosive with the melted elastomer until its almost like dough and shape into desired shape. Although Rubber is probably one of the worst elastomers to use as it tends to crumble very easily, where as silly putty would probably be much more easily shaped but it isn't easy to get enough silly putty to manufacture dangerous amounts of explosive material.

Plastic explosives, more commonly referred to in the industry as plastic-bonded explosives or "PBX," may be made from a powdered explosive combined with a plasticizer and some binders.

For example, C-4 plastic bonded explosive is made from RDX (a heterocyclic explosive that dates back many decades), mixed with di(2-ethylhexyl) or dioctyl sebacate as a plasticizer, and dioctyl adipate or polyisobutylene as a binder. In the good old days, the specs actually called for used engine oil as a plasticizer, believe it or not. The British made a cruder version called Nobel 808 with RDX, mineral oil, and lecithin.

Other versions include Composition A (RDX + wax), Composition A5 (which uses stearic acid), and so forth.
