It always worked for me. But seriously, if you already have a good command of the language, just start writing down whatever enters your head. When you have run out of those thoughts, start organizing what you wrote by using the outline form you should have learned in school. Then re-write until you feel you have accomplished the story you wanted to tell. It would also be helpful to take a creative writing course. There are also many books at your public library which can tell you how to write children's stories, short stories, poetry, etc. Most importantly----have fun with it.

at that age they want something interesting nad fun so like Canadian said definetly see what kids would say even if its a T.V show that they like find out then from there try to creat a similar story line but with more to it ...
or if you want , depending on age, for example for a three year old add numbers and easy lettters in the book
or if for exaplme 7 year old make harder words so that they can say and get more vocab.

Find a topic that's simple... create a character that children would enjoy... find the moral that you want to teach/wrap into the story... and then take that character through his/her adventure to learn that moral.
The moral is key... that's your focal point... much like writing a song... it's FAR easier to write a hit song if the music's already been written,... the rest sort of flows.

think what children of this age like to hear, see and know. As they have great appetite to learn, you can either relate a real life story to try teach them new things or the fairy tales are the best way, because children are very imaginative and they like to know the things. What you can tell them more by relating to what they already know, is the best way.

You should first look at other children's books to get some ideas. Then develop the basic plot line and then create your characters. Good luck!

Did you ever tell stories to 3-5 year olds. If you did , you can write.
One who can write children stories has to be very talented, it can not be developed and especially taking tips on how to write from others.

spend a heck of a lot of time with 3-5 year olds (if yo have kids that age, they don't count) go to a day care (get permission) and just observe them. Note what they talk about, what they ask questions about ext.

Determine your plot. Make an outline. Sit down in a quiet place. Write 1 hour per day. Make it like a job that you have to do. Just like you have to wash dishes, you have to write.

Children are naturally more open minded than the rest of us. Think of something that inspires you and go with it. It has to come natural to you, that's why none of my suggestions are worth anything, really!

make it colorful and introduce shapes to it through that, you can catch the attention of kids and make themlearn about colors and shapes then as you go further, put the alphabet and numbers..just go through simple things first and make it really catchy and interesting for kiddos then go to the deeper or harder things like words and spellings for ages 4-5
one easy way of making kids read is to let them see illustrations like A-apple with a drawing then they will comprehend more
