85' astro van with the 700R4 or the 4L60 Transmission Doesn't have a vacuum modulator.
You've possibly have a stuck Govenor. Easy way to check, Next time your in your Van, Throw it into reverse and nail it a couple of times. This will usually free the governor and it will start shifting again.
Now somebody may have put a 350 or 400 in the van, and in that case, the vacuum modulator valve will be at the back of the trasmission on the passenger side. If it does have one, It will be gold or silver, with a vacuum line attached to it or atleast it should.
Also- if by chance it is a 350 or 400, and it has a modulator. Check for fluid coming out of the vacuum line or the modulator itself. If fluid is found, the vacuum modulator diaphram is leaking and must be replaced.

Its right next to the Johnson converter, in the engine compartment just make sure you dint over tighten the muffler barrings or overfill the headlight fluid.
