Every manufacturer is required by law to have explicit lighting instuctions attached to each unit. Procedures vary. Read yours and follow the method carefully.

If you are still uncertain after reading, call your local gas company, they will do it.

Old models have a pilot light. In this case, you should have two buttons: one to let the gas flow for the pilot light, and another one to generate the spark to ignite the gas.
Recent models have a piezoelectric automatic ignition, so all you have to do is connect the heater main power and open the hot water tap.

Open the access door at the bottom of the water heater. Turn the dial to PILOT, hold down the red button adjacent to the dial and reach a match way inside the opening. You are trying to light the end of a small diameter steel tube. Once lit keep holding the button down about one minute, then turn the dial to ON. You will probably hear the burner light.

Concur-- call the gas company-- they have a vested reason to come out and light it-- besides, why was the pilot out? I think that is a good question for the gas company.
good luck
