Not unless she is 15months. I'd say she has some issues that need to be address asap.
Has she been molested? Is she doing drugs?
This is not "normal" whatever that means.
While she is getting help, you need to get some if you even had to ask if this is normal. Either that or you are just a jerk.

No, it's not normal. School is a formal institution, and deserves to be honoured by following the rules.
You need to sit down with her and tell her that there are places that it's ok to be naked / natural, but in school it's distracting for the other kids.
I'm suprised you havn't already had this conversation.

She might be needing some physiatric help if she's that old and gets naked in public. She's either showing that something is wrong or she doesn't know what's going on. Where was a person like this six years ago when I was her age?

No being naked in school is not normal being naked anywhere but public is normal

You should be able to answer that yourself obviously, assuming your in your 30's, atleast, if your daughter is 15, you should know that the majority of students choose to keep their clothing on while in public.

Is it possible you meant to say she is five? Well if she is 15 and doing this, she needs help. She could be suspended for this, and I believe arrested (indecent exposure)-you should talk to her about this, and tell her that it isn't acceptable behavior.

what do you mean " get naked " like she walks in the halls and strips or like goes into the bathroom and takes of her clothes
