I believe a boy becomes a man when he begins to take responsibility for his actions. Having the balls to admit he makes mistakes and do what it take to make right what he has wronged.

You become a man when you take on the responsibilities of a man and grow into them. It is a gradual process, although certain events can cause others to become men earlier.
Whether you become a man or just remain an overgrown boy depends on how you handle the responsibilities you are given, how they change your thinking and whether or not they help you achieve the qualities of manhood--self-control, strength
(whether of mind or body), commitment to something other than yourself (family, work, country, God), something you consider worth living for and dying for if need be. And gentleness--not borne of weakness or fear, but of strength.
You become a man as you learn your qualities, test them in various ways, from childhood on through the rest of your life.
Am I competitive? You find that out on the playing field. Am I fair? Will I stop at nothing to win, or are ethical considerations and considerations of friendship important. What are my gifts and talents? Do I have the perseverance to do to the work it takes to develop these gifts? You learn this at home, at school, in your hobbies. Do I have courage? We find this one out at different ages and under different circumstances. And we don't get to choose. This one usually gets dropped on us cold. Fear is not a lack of courage, though. It's what we do with the fear. Do we run, or do we stay the course.
When we fail, do we pick ourselves back up or just curl up in a ball or take to liquor or drugs? All these kinds of things determine whether or not a man grows to be a real man, and a woman a real woman (although her challenges may or may not be different).

I totally agree w/ Big Blue's answer. Just because a male species hits puberty, doesn't mean that they are a man. A man is someone who takes responsibility for his actions and treats others, especially elders and the opposite sex with nothing but respect!
