Since you say you already tried a different network card, did you try a different network cable? I have seen a network cable get fried before due to storms... if you have one valid working PC I would take the network cable out of that PC since you know it works and try using it.
NETWORK CABLE UNPLUGGED means just that...it does not detect a signal reaching the network card from the cable (or there is actually no cable plugged in).

when you say the ethernet cable works with another computer, do you mean on the same network?

Does your D-Link card work on other laptop or desktop? If so your router is fried. Replace the router or modem in that case. If not, your motherboard network slot might be fried. Try installing the D-Link card into the next available card slot.

Well if you've put in a new network card and you know the cable is good then it has to be whatever you're plugging the cable into such as your router, DSL modem, Cable modem or whatever source you get your internet from.

Assuming of couse since I know nothing about how long you waited after turning on the power nor about any problem in Queens area...
It could be that either your motherboard is fried, the network hasn't finished updating itself, or the switch/router/hub is fried.

i think problem is with your tcp ip cheack your tcp ip addresses and network cards led is not working thats means u have to see other network device not the problem with your laptop. so... try other network device and find where u are connecting this cable with another pc or network.
