I live in Wales. The mountain sheep are sheered once each year. They don't leave any wool at all on them. A sheep is never sheered until it is a full year old, which would account for the nonconformity. The wool grows back before it gets really cold.

I'm not sure what you mean exactly by half sheared. Some ranchers will shear the back ends of their ewes before lambing, this is called TAGGING. this keeps the area cleaner & there is nothing to get in the way of the lambs.
As for why some are shorn & some are not, personal preference.
Some ranchers utilize all aspects of the sheep wool & meat. Others may only raise meat!!

some sheep have hair much like a german shep dog - they shed - these are called HAIR SHEEP and they never get shorn
some people shear their wool sheep and others do not - the price of wool is low so shearing costs more than farmers can sell the wool for...
You usually shear the whole sheep - never heard of one being half sheared...

Sheep are sheared once sometimes twice a year during the summer time to keep them cool in the winter they are not I take it you never went to the state fair

They don't *skin* them, just cut down to the skin, like when you get a haircut, they leave you some, don't they! Partly could be down to the differing abilities of shearers...partly if the flock is very large, it may take several days work and later you can tell who got clipped last because their wool is shorter than every (sheep) else's.
The fleece comes off all of a piece (if the shearer is good) because it is nappy and clings together.
