This question is hard to answer... because I don't know how in-depth of an answer you need.

Basically, when you view a web page, your web browser (like Internet Explorer or Firefox) is just reading in HTML code from someone else's computer and coverting it into pictures, text, or whatever. You connect to someone else's "web server" by sending information "packets" through "ports" and "sockets" to their "IP address".

Like really fast snail mail. You get to see the data on their server from your home like in an envelope, but much faster...

It is a network, connecting the computers worldwide.

Similar to a network in an office but more bigger, much much bigger

You can stop a network in an office by shutting down all computers, but it is impossible to shut the internet down as it is a unbelievably large/mammoth network with computers all over the world.

That means it is always alive.
