You need an exfoliating hand cream or wash. You can get these pretty much anywhere as they are becoming more common. Avon has a line of products that make your hands feel baby soft, but I can't remember the name (sorry) Bath & Body works also has a line of hand soap and creams that make your hands soft.
You should buy an exfoliating wash to take off all the dead skin, and then a moisturizer to put on afterwards.

I use a mix of brown sugar and olive oil to scrub my hands. It works pretty well...apply a lotion or hand salve after scrubbing. And a lot of times if my hands are really bad I put on a thick layer of hand salve and cotton gloves before bed. When I wake up my hands are a lot softer. Baking soda is also a good scrubbing agent. Just make a paste with baking soda and water, scrub, rinse then put on lotion.

HE SHOULD CARRY A SMALL TUBE OF LOTION AND USE IT THOUGHOUT THE DAY. WASH HANDS WHILE WORKING AS SELDOMLY AS POSSIBLE (UNLESS HE'S ABOUT TO EAT) AND USE A LIGHT COATING OF VASELINE ON HIS HANDS AT NIGHT. MAKE SURE THE SHEETS ON THE BED ARE OLD AS THIS WILL RUIN ANY NEW SHEETS OR BEDDING. MAYBE WEARING A THIN PAIR OF GLOVES OVER THE VASELINE AT NIGHT WILL HELP ALSO.

use a skin exfoliator. they have them at bath and body works im sure. just wash your hands with it and they get BABY soft. or just get some sand and mix it in with your soap or lotion and scrub...its the same thing. just makes sure you wash the sand off if you put it in your lotion...

wet your hands and put salt on them rub them 2 gether then wash the salt off and put baby lotion on them
