adult adoptees' rights to u.s. citizenship and immigrant status?

i was sent home to the philippines as a child and was denied return to the states to complete my immigrant/u.s. citizen status for no clear reason until now. i am 31 years old today and i want to know if i was done an injustice by the consulate officer denying me my immigrant application

Is there a US Consultate office near you? Contacat them and ask. If your parents were in the Phillippines, it was thought that it was the best place for you at the time.

You write "adult adoptee"...not sure if I'm understanding what you're asking.
