I've looked up possible moonflower diseases, and white rust (or in this case probably albugo ipomoeaepanduratae) seems to be the problem. I'm not sure if there are any possible treatments such as peroxide or anti-fungals that would work. (I believe peroxide might only work on spores, not formed tissue cultures).

Try using Neem Oil. It's not expensive; I get mine at Lowe's or some other Home Improvement/Gardening Supply store.
