In order to improve in any language, practice is key! Get with some friends and speak English. If writing is a problem, then get in the habit of writing your thoughts. Reading also helps! Good luck!

Immerse yourself in it as much as possible.
If you can't spend time in an English speaking country, get a pen pal online, keep using yahoo answers, read as much as you can in English, etc.
You may want to consider a learning program for your computer, there are a lot of great ones out there right now...even some free stuff you can find if you search. Try www.quia.com for some quizzes and things to practice.
Also, if you spend time going to and from work or school, get a tape for learning English to listen to in your car or on a walkman.
Depending on your age and your goals, consider a long trip, like becoming an aupair or participate in a student or work exchange program.

Speak to as many English people as possible, nothing helps to improve your grasp of a foreign language faster than that, keep trying to ask questions and answers on yahoo, it all helps and good luck.
ps If you are already English then maybe a little education won't hurt. Good luck.

Looks like you've got good advice already. I just want to add that English is one of the harrdest languages to learn as an adult. Try not to get discouraged.
