Based on largest cities of the world estimated for the year 2005 :
1 - Mumbai, India - 12,778,721
2 - karachi, Pakistan - 11,507,254
3- New Delhi, India - 11,055,365
Mexico City is 9th largest city, Seoul is 6th , Tokyo ranks 12
I think some ppl here are confused between most populated city or agglomeration.
for agglomeration which includes city and suburbs the order is
Tokyo, MexicoCity, Seoul, New York, Sao Paolo, Mumbai .. and so forth.

It's Seoul, Korea; which has 10,231,217 citizens.
This actually caught me by surprise- I would have guessed Mumbai, or Shanghai. New York City is 11th on the list.
I think that if you look at the surrounding metropolitan area population, around the city limits, these answers might be different.
