Been working for a company for over 8 years, new person not even 1 year gave supervisor position to new employee. Does a college education mean anything anymore.

Non-profits have no criteria for evaluating whether an employee is good or whether the organization is doing well. It is not like a for-profit company where they just have to count the money at the end of the day. Add to that the ulterior motive that supervisors in non-profits realize that their staff people usually don't have a sharp attitude toward money and promotions and they realize that they can gt away with this level of abuse.

You may be thought of as a person satisfied with your job since you have done it for 8 years.
Possibly the person applied and was accepted for that position. Did you apply or let it be known you were interested in it? Ask for a review of your performance, or the next evaluation that comes up, broach the subject of advancement to your supervisor.
Be assertive to your manager(s), letting him/her know you are interested in advancing with the company. You may also ask if there are any supervisory training courses available with the company, or take some classes with a local college or night school that offers training in that capacity. You may be surprised to learn that is all it takes!

Non-profits are exempt from lots of laws that protect employees.
