I truly understand your sense of loss and the pain you are going through. By being helpless will not lead you to anywhere if you do not want to be trapped in a home that does not share the pain and loss the way you do.
Talk to someone, anyone, be it your school friends, school counsellors, teachers, neighbours or even one of your other relatives. The point is here is to let what happened in that home be known. One word of caution here is it is human to exaggerate certain stuff but I would advice you to speak only the truths coz the truth will always remain consistent and will not put you in a tight spot when you are caught with contradicting statements or events.
Try not to react rashly to his demands. Since you find it better to relate to the woman, approach her first for any help needed in that home. In the meantime, try to seek external help as much and as fast as possible.
Wish you the best and hope, things will turn well for you. Be strong for now. Your little brother needs you.

When you go to school, talk to the counselor or a favorite teacher. There will be a telephone there that can be used to call Child Protective Services or DHS or the police or all three. And be sure you get help for your little brother before he has a serious medical emergency. DO IT NOW!

Depending on how far you live from the police station, perhaps you can take your brother there with you!
How are the neighbors? Are they friendly with this couple? If not, just go across the street or next door and explain what's going on.
I wish you the best, kiddo.
