Yes - definitely.
We live in the year 2006 - even in the most remote parts of India, China, Mongolia, Nepal, etc, in the traditionally less open societies, the people are already more open to such dating and marriages due to globalisation, media and basically, modernisation.
I believe that today, the only societies which frown on such cross-nationality dating would be those following strict religious lines with narrow definitions of what is allowed and disallowed. Having said that, I would expect even the strictest of religions to allow a girl of one nationality to date a man of another nationality if they are both of the same religion.
I have to tell you that if you ask a general question, you will get general answers - with different point of views from different people.

I am answering your question literally, in that, you are addressing the Nationality, and not the Race.
Most recent ancestorage (Nationality) is from Germany in the 1880's.
I'm American ALL THE WAY.
No interest in dating anyone from any prior ancestories of myself, or any new nationalities. I have in the past dated once a person born of Eastern Indian nationality who was raised in England.
I prefer to date gentlemen who share experiences growing up in the American culture.

I'm Nevisian. and yes i would date or even marry someone outside my nationality. We have to realize that the entire earth is for us to explore. Limiting ourselves to one region is going against the way we are originally made up of. The world is meant to be a global village. We see this happening with technological advances. The political arenas are merging and the economic spheres are collaborating . So why not integrate socially? We should not going against this natural flow of life and remember all these spheres namely political , technological and economic are governed by humans These persons are coming together, why shouldn't we?

I am American and yes I would date outside of American.
I have only done this once, with a Puerto Rican girl.
I would have considered others, but never met anyone when I was available.
Now if you are asking about dating outside my CULTURE?
No, I would not consider someone that was, say, into voodoo or satanism, or hiphop for example.

I am Swedish, my husband is Irish, we met in London, and yes I sooo think it would have been "easier" to meet someone of your own nationality, because of lots of different reasons...but if you´re in love, you can´t help it! And I´ll never regret getting together with my husband, we were meant to be!
