It's female ejaculation, usually from when a woman's G-spot is stimulated. The water coming out of her is ejaculate, basically salt water, same as what's in male ejaculate (but without the sperm, and it's more liquidy).
Both sexes go through the same processes to acheive orgasm. It just looks different because the organs are different. Most women ejaculate, but in such small amounts that it's not noticed.
