It's probably the mouse, try a different one!

Your cursor probably isn't functioning properly because there is a build-up of dirt and dust on the mouse wheels. Open it up on the underside of the mouse, take the ball out and use ur finger to scrape away the layers of dirt. Give it a blow, re-attach the parts and there u go.

u need to clean the wheels in your mouse as they get clogged up with dirt use a cotton stick you may find it a lot better after its cleaned
