At one time, our very own Gary Moore ( The Skid Row days, when he was about sixteen) was blindingly fast, as was Alvin "Flash" Lee (Ten Years After). Right now I'd say it would be Steve Vai?. Sorry, can't help on the most notes in a second part.
Good question!

Michael 'Angelo' Batia I think holds the title for the worlds fastest guitarist. I'm not sure what his highest number of notes per second is though

I prefer more soul to my guitar playing. Like T-Bone Walker for instance. But then I'd rather hear an hour of John Lee Hooker than 5 minutes of Eric Johnson or Stevie Vai. That's just me, though. Fast notes just don't moooove me. Players who can do more with fewer notes are nicer to hear (for me).

There are some amazing guitarists out there. Many of there are fairly unknown. Check out Rex Carroll. Amazing, lightning fast guitarist.
