That can't be right. I hope she's with a group and gets a safe lift home. She probably doesn't have much legal protection, but try phoning your local TUC (trade union council) office.
They can give advice about this kind of thing.
Even so, the employer can't seriously believe this is a good idea. They want their head examining.
I'd be looking for another job.

Some States require a parental waiver, some don't. Check with your department of labor. File a complaint if the law is broken.
Some multi-level markeing companies and religious groups prey on the young and inexperienced. Check out parentwatch.org or some other anti-cult or anti-mlm sites.

it is legal in the uk , as long as they have proper health and safety briefing and a mobile phone and that his manager knows where he/she is to be working , cannvasers normally go out in teams to the area that they are working in at that time .
