You should be able to get cheap horse shoes from a local farrier. Farrier's many times have shoes that they are unable to use and have nothing to do with them. They would probably be happy for you to take them off of their hands.

Do you wear cheap shoes? Cheap shoes are uncomfortable, fall apart easily, and can cause blisters and bunions. Get your horse a decent pair of shoes and it will be forever grateful.

Farriers (people who shoe horses) keep the old shoes for scrap and usually have a pile. Phone around and see how much they want.
