A quick Bible search reveals that it says such thing nowhere.
On the contrary sometimes God commands women to adorn themselves and look pretty.
For example:
Exodus 3:22:
"But every woman shall borrow of her neighbour, and of her that sojourneth in her house, jewels of silver, and jewels of gold, and raiment: and ye shall put them upon your sons, and upon your daughters; and ye shall spoil the Egyptians."
Exodus 11:2
"Speak now in the ears of the people, and let every man borrow of his neighbour, and every woman of her neighbour, jewels of silver and jewels of gold."

I believe you are referring to 1 Peter 3:1-4, where St. Peter warns women to not be overconcerned with gold adornments, but instead to concern themselves witht he inner person.
More specifically there's 1 Timothy 2:9 where Paul i not condeming jewelry or adornments, but is discouraging the ownership of possessiosn for the sole purpose of what we call "showing-off".

The Egyptians and Salome in particular wore makeup, jewelry, and adorned herself with bright colored clothing.
A disgrace to GOD? Her yes......
But women need to put on a "face" in order to face the world. They cannot for some reason, accept the way GOD made them.
