The poster asked nothing about Kerry, nor did he mention political parties.

No one has offered any evidence to answer his question negatively or positively yet.

Personally, I have no idea. I have a pretty substantial vocabulary(more than the estimated vocabulary of George W Bush, but not his father), and there are some wordings that I have difficulty interpreting, but I can't say for sure either way for the president.

to tower of t- the reason bush got higher grades in school is bc good ol' daddy paid off the school to pass his son.

As for this question...No I dont believe Bush is capable of reading and understanding the U.S. Constitution hence the fact that he regards it as "Just a god damn piece of paper". He must have gotten flustered when he couldn't comprehend what the Constitution is all about.

No, he isn't MENSA material, but his IQ is definitely above average.
