I'd want to say it to, maybe, Heidi Klum or Parker Posey (a personal fave), or actually, in a broader context, anyone who makes our lives safer and better, anyone who opposes oppression and ignorance, etc.
I will say it to my wife, and should say it more often to my Dad (it's awkward to say it out loud, but he does know how much I appreciate him)

I said it to my Mom on the phone just this morning. I tell God regularly that I love him. Just wish I could find a significant other to say it to.
