Doubtful. Women typically take longer to get aroused than men, and most women would be afraid of a strange man touching them in an elevator, not aroused. Sometimes you can pull of the "seductive stranger" thing, but rarely. For maximum impact, you'd probably have to pull her close, kiss her hard but quickly, and then walk away without saying a word. That *might* get her aroused, but perhaps not even still. And by the way that constitutes a battery.
Will a happily married woman orgasm because you touched her breasts? No dice, kid. Some women do actually have a disorder where they orgasm a lot, but it has nothing to do with being "happily married" or "good looking stranger[s]."
