Cartoon wise I would say, Betty Boop. Or Jessica Rabbit (the wife or Roger Rabbit), from Who Framed Roger Rabbit movie.

Without a doubt, I'd have to go for Catain Jack Sparrow. I don't know what it is about the dark eye make-up, slightly camp attitude and the dirty clothes etc but it soooo does it for me!!
