Payment plans are usually a type of in-house financing. No minors aren't usually allowed to participate in these, you might want to ask your father to co-sign or another responcible adult whom you trust. You would still be responcible for the payment, but by them co-signing they are attesting that they will be responcible if for some reason you are unable to fulfil the terms of the contract.

No you wouldn't be allowed to do it. If you're paying back in instalments it would constitute a credit agreement and as you are under 18 your are not legally bound by this.
Anyway I'm sure your mum wouldn't want you to spend that much on her so find her some really nice dress jewellery, she'll love it just as much and won't feel guilty about you being in debt for it.
