White-tail deer will do that and elk too. Rabbits are another suspect as well as crows. Try some dried blood around your flowers to see if that helps. This will add an extra dose of nitrogen to your soil though, so be careful about overusing it. I've used dried blood to scare off rabbits from carrots and it worked like a charm.
