if the hollywood city and hollywood movie city are the same?and who are the it's inhabitantf?can average people live in it?

Hollywood is a section of the City of Los Angeles. It's not a city but a part of a city. There have been times when there was glamor in Hollywood, but also decades of decay. It has some famous tourist sites like the Grauman's Chinese Theater with the footprints of stars in the concrete or the walk of fame where they put stars with celebrities' names on the sidewalk. It has that Hollywood sign on the hill overlooking it.
Movies were made there once, but there isn't a lot of movie studio presence there now. Paramount studios is there and you can take a tour.
For years the housing has been run down and a lot of people live in apartments or homes. There's been a recent upswing. They built the kodak theater where they have the academy awards and they have the subway running there now and a number of big condo conversions/constructions are going in. A number of buildings have also been bought and renovated by the Scientologists.
It still has a lot of runaways who came thinking it was glamorous. It has thousands of tourists every day. It's on the funky side, but it's worth checking out.

Hollywood, California is livable if you have the right mind set. Average people are often shocked by the behavior of tourists, most live in the Valley to escape the crowds. Celebrities don't spend much time there, mostly Malibu and Santa Monica. Hollywood has outlived its usefulness as a movie capitol, it moved to Toronto and Prague.

Many stars don't live in LA itself. It's not like the old days. I do see some tv stars and a few famous people now and again but that is usually becaus they are working in the area at the time.
Anyone can live here if you can afford the rent and don't mind the crazy driving. DO NOT trust the public transit system- it's crazy... It is a fascinating town with some interesting people. I like it just fine, living here long term would bring up some issues though.

It is the craziest place I have ever seen or been to. And no, average people cannot live there, because you have to be nuts to do so.

why would you want to, it is hot, dry and polluted
