At the pools that I worked at, people are allowed to swim with a T-shirt on. They are not allowed to wear the shirts when going off the diving boards because it can go up over their heads and suffocate them.

it makes maintaining the pool more expensive. it sheds chemicals from washing the shirt, and often frayed strings
Keep in mind that a tshirt is only SPF 15. Its not as much protection from the sun (usual reason) as the goernment sites recommend. So some pools dont allow it because it makes people think they dont need sun lotion

I wouldn't have a problem with you wearing a t-shirt..why would they? I could see if it were big and bulky and dark colored...but like a plain white t-shirt would be alright by me....Happy Swimmin

except, in uh, i think somewhere in europe, my grandparents wanted to go to the pool and the guy was like, "excuse me you have to take your clothes off"
meaning it was a nude pool...besides places like that, i'm sure its fine.
