Unfortunately you can't since milk and cleansing milk are very different from one another. The additives in cleansing milk range from lavender and petit grain essential oils, and orange, kiwi, and mallow essential waters (not found in real milk). The term "cleansing milk" really just describes the texture and not the ingredients.

As a homemade cleanser, I would recommend:
1/2 cup oatmeal or cornmeal
plain yogurt (add enough yogurt to form a paste)

For a gentle facial cleanser mix ingredients, smooth over entire face avoiding eye area. Wash off with warm water.

Oatmeal is highly absorptive, hypoallergenic, and helps to soften skin. Oats have the best amino acid balance of all the cereal grains (amino acids work as water-binding agents in skin care products). Oats have also been clinically shown to help heal dry, itchy skin. Oat grains and straw appear in shampoos, dusting powders, moisturizers, and cleansing bars and more.

I wouldn't be boiling the milk then using it to cleanse. I think that normal milk is different to cleansing milk, as it hasn't been changed from it's original state, and wouldn't have any cleansing properties. Plus, milk has fat in it, meaning there is oil, and is bad news for acne sufferers.
Go out and buy a cleanser! They aren't that costly if you get something good, like Cetaphil or Neutrogena Extra Gentle Cleanser. As for a home remedy, water is good if you have normal skin.

There are a few ingredients added to cleansing milk, instead of it being just normal milk. Yogurt is good for cleansing the face.
