Depends what country you are in. Most counties let you. Even without a SIM card. If it's a GSM phone 112 may be the only number you can dial - buts that's the world wide GSM emergency number anyway, so you'll be good

I agree with Sleepless Bookworm. It is the law for all phones to have access, no matter what, to emergency services e.g. 911 and the calls to emergency services do not incur any usage charges and does not count towards your plan minutes.

As a matter of fact, from sprint.com for example:

Emergency Calls. Call 911 from anywhere in our National Network with no airtime charges

Yes. It's the law I think. I also think it's the law for ANY cell phone carrier to allow non-subscribers to use their network to call emergency service.

So no "we're sorry, since you're not a Verizon subscriber, we cannot allow you to call 911. Thank you."

I believe so yes. And you can do so even if you have no more load left (for prepaid subscribers).
