Contact the association, or whatever, and turn the guy in. Or, you could remind him that it's against the stipulations and that he should remove said item before he gets in trouble.
But, then again, you could start keeping your own caravan, boat and/or mobile home too. What's sauce for the goose is sauce for the gander.

In most subdivisions there is an organization called the Home Owners Association (HOA) or similiar name. These organizations are set up to maintain the subdivision property (Roads, parks, pools, club house, signs, etc.) as well as enforce the deed restrictions. Contact your subdivision HOA and they can assist you in filing a complaint. If you do not have an HOA for your area, your deed should outline the organization that is designated to enforce the deed restrictions.
Generally the county/city/state government doesn't get invloved in these types of situations unless the home owner is violating a city/county/state ordinance.

The covenent is there because it was included at some point when the property was sold. You assume(perhaps correctly) that all the houses are the same! Only the contracter and the contractee have privity of contract and so you could if you wish report them by checking the land registry and finding out who they are! But does it really matter. The only way to remove the restriction is through the courts or by agreed consideration between the principle party and the current incumberant.

I used to do conveyancing. Is it annoying you so much that you would want to report the neighbour and fall out with him? If the condition is on your deeds and it will more than likely be on his deeds. If the property is leasehold inform the landlord. If it's freehold it could be a lot more difficult unless you bought the property from the council, in which case you could report it to their legal section.

Check with or notify the association if that is applicable. Otherwise, go to the county courthouse records department and look at their deed. If they have that restriction, file a legal complaint thru an attorney.

are both homes owned by the same person? If so, report it to the owner, but if each house is owned by different people, each has the right to have their own stipulations in the deeds.

Contact the local authority planning department. I had the same problem with commercial vehciles, near neighbour started keeping his vans on the road.

Confront him. Take it up with a neighborhood board. Complain to the local police.
