I think it's China. I saw something about this on CNBC a few weeks ago and I'm pretty sure they ranked China number one for cellphone use because they talked about how there was almost no wired phone intrastructure in China and how easy it is now to get a telephone there as opposed to what it used to be like.

You have to consider per capita and not in absolute numbers. The US has 203 million users as of early this year. But this is not one person -one phone.
China has 400 million cell phone users.
But Sweden has more cell phone subscriptions than people. Most likely Finland too.
So either per capita or in absolute numbers, the answer is not the USA. Your answer is - in absolute terms China, in relation to the total population, Sweden.

it's actually italy. italy has something like 113 cellphones per 100 people, because many italians have two cell phones. one personal and one for work.
also, japan and south korea are at the top of the list.
