Any rotating or accelerating reference is not inertial. Technically, the Earth is not an inertial frame, but the rotation (and acceleration) is too gentle to notice without sensitive measurements. A merry-go-round is not an inertial frame. A car going in a straight line at constant speed IS and inertial from, but if it is speeding up or slowing down or turning a corner, then it is not an inertial frame. You can tell that because a ball placed on the flat floor of the car will not roll if the car is going a constant speed on a straight, smooth road, but as soon as the car turns or accelerates, it the ball will roll.
