It depends on what you mean by "better." Most of the other people here seem to prefer black, but that might just be because it is more common.
"Black tie," as in a tuxedo with a black bow-tie, is considered formal and usually reserved for fancy weddings or balls, or other important evening celebrations. "White tie," as in a tuxedo with a white bow-tie and usually a white vest/cumberbund, is considered even more formal than black tie. If an occasion is deemed "white tie," the women should all be wearing ball gowns.
Neither is better, it all depends on how formal you desire the event to be.

Both,
using Black: Use the color black to convey elegance, sophistication, or perhaps a touch of mystery. Dark charcoal gray and very dark brown can sometimes stand in for black.
-Black tie - formal (as in formal party attire)
Using White: In most cases white is seen as a neutral background color and other colors. Use white to signify cleanliness or purity or softness. Some neutral beige, ivory, and creams carry the same attributes as white but are more subdued, less brilliant than plain white. Use lots of white for a summery look. Use small amounts of white to soften a wintery palette or suggest snow.
I like a white tie with a white shirt without wearing the whole suit, just the black pants and the white shirt, it gives a really cool fashionable look.

Black tie will work anywhere, white is not always viewed as being fashionably correct as the rule is that white should not be worn after Labor Day. Hope this helps...
