they can. there is a possibility of double yolk eggs and sometimes these turn into two chicks.

The answer is yes. Havent you seen an egg with two yolks inside?
So if the egg is fertilized and incubated, the process of cell division and mitosys would start and they would develop. Space is not a problem because these eggs (the ones I have seen) are pretty large. Upon hatching you have two identical beings.
The reason you dont see them as often when you buy eggs from the supermarket is because eggs are screened for imperfections, and double yolk eggs are removed. The percentage that scape its really low.
