Most common formula would be:
incentives + good salary + benefits + skills training + proper resources and tools + fair & humane treatment = a good employee/worker
There should be strict policies but real grounded ones. Don't aim for workers or employees to be robots.

Everyone has their own motivators but its usually around personal gain, whether that be financial, emotional or psychological; pride, sense of achievement. You would be hard pressed to get someone to do something if they didn't see anything in it for themselves, so the way to get people to be motivated would be to find out what everyone's favourite carrot is, then dangle it in front of them for long enough, they'll go for it! (Unless they're manic depressive/apathetic/have it all already - then you're going to have to try harder)

figure out their needs and wants or goals. Once you identify these, try to help them to fullfill it and automatically they themselves will be motivated to do whatever it is to achieved it.
