It depends on what you mean by "best". Best in a particular field? Best respected by employers? Or best for YOU? Because a university that's best on some ranking table isn't necessarily the best one for you, your personal best fit.
So first, think about what you want in a university. Also think about things you'd prefer to avoid.
Some areas to focus on:
- What majors should they offer (things you might want to major in)
- Size of the school (small, medium, large, super-large)
- Location of the school (urban, suburban, rural, particular regions)
- Any particular extracurricular activities you want them to have (or want them NOT to have)
- Your own grades and SAT/ACT scores
This will help narrow down your focus, and make the idea of "best" be more applicable to "best for you". Because that's what the school needs to be - not what I think is best, but what YOU think is best.

Lots of variables here....what you want to be, where you live, your finance's, are you willing to relocate...
Music Geek = Ohio University
Veterinary/Equestrian = Findlay University (Free Application too!)
and that's just a couple I can think of.
Ohio has the highest amount of colleges and universities in the U.S.. No joke, you can drive 30 minutes in any direction and almost always hit a college town.
