He has done nothing to me.One of my friends wanted to be his friend but he refused to go with her as a friend.He said that simple friendship was OK but to be GF&BF is not ok because he was older than her

I think it depends on how old you both are. I would say though, that it's OK to be friends if you want to be friends. If he is harrassing you though, tell someone you trust. If you like him and he likes you, then be friends first!

hes 23? he should know better than try to get with a 13 yr old! have you spoken to your parents or a teacher about this? it is WRONG. go to the police if he is making you uncomfortable.
