It is a virus. However you need to disable it from your startup configuration to keep from running in the background. Here is how: 1. Open your Start menu. 2. Click Run 3. In the command screen type "miscounting.exe" 4. In the "system configuration utility", click either "service" or "startup" tab 5. Uncheck all programs that are associated with winable.exe 6. Click "OK" After start your computer in safemode. Then remove your system restore file, since it is probably infected. 1) Right click on My COMPUTER 2) Click on PROPERTIES 3) Click on the SYSTEM RESTORE tab 4) Check the TURN OFF SYSTEM RESTORE box 5) Click OK. Next run your anti-virus software. I would also recommend running SPYBOT Search and Destroy, and SMITREM. Both are spyware remover programs. Finally restart your computer normally to see if the problem is resolved. Good Luck!

It can't be opened.... thru Dos Mode too... it should be unblocked through Regedit which is dangerous to play with and may cause a serious error.
In Cmd you need to go to system32 Folder and Type Taskmgr.exe but it won't work same message will be dispalyed as if you've pressed Ctrl+alt+Delete key

Don't use Command Prompt!!!!!!!!
First, hold Ctrl
Then, 1 second later, continue to hold Ctrl but also hold Alt
Next, hold Ctrl, Alt, and Del or Delete
Finally, after you do that, simply let go and Wala!
