Yes. People are strange when you're a stranger. Think about your silly cousin etc. You know she likes wearing her bright pink jersey and its normal to you...but if she walks in a mall ppl react diffrently to her. etc. The same goes for if you see someone you dont know do something that their friends or family are used to.
