You can't use "Cheap" and "Reliable" in the same sentence as far as web hosting is concerned. You really do tend to get what you pay for.
Google for something like "downtime pipex" or "downtime webfusion" to see what I mean...
The big companies can leave your site down for up to a month at a time due to 'technical problems' - and you can guarantee the small print gets them out of offering you any compensation or even so much as an apology!
The 99.9% uptime to see promised - check the small print - that's invariably for THEIR network, not your site. World of difference, eh.
To give you a better answer we'd need to know if you are asking about a personal website, a flat business site, an ecommerce store...
This is NOT a personal recommendation, but on sheer price, in the UK, 1and1.co.uk are very good value. For the most part I use dedicated servers in the States and have far less hassle - and they are cheaper into the bargain.
Not tried them myself but over the years I've tried a number of others in the UK over the years and the only one I'd recommend is almost certainly out of your price range (Rackspace).
If your business depends on it and your turnover/budget justifies it, then Rackspace is the only way to go.
One word of advice I (and many others) have learnt the hard way...
NEVER, EVER agree to a 1 year hosting contract. If (or when) they prove to be useless and inconsiderate, the last thing you want is the smug b's to inform you:
"So your site was down for weeks, deal with it. Tough, but we don't have a refund policy. Thanks for the money, feel free to move if you want but you owe us for a 12 month contract and we'll send the bailiff's round if miss a payment..."
The above is an overly dramatic version of what I've seen and heard certain big ISP's in the UK resort to.
Downtime happens, up to a point it is to be expected for even the best run host / ISP, especially when they are running hundred, thousands of servers. It's how their admin and technical staff act when the brown stuff hits the fan. And believe me when I say the bigger they are the less they seem to care about 'you'
Also, if you are any good with programming, take a look at the source code at their web site. If it is shoddy, well, say's it all, really...

I wouldn't say you have to pay a fortune to find cheap AND reliable web hosting. It really depends on what you're trying to do. I mean, if you're hosting a site for a business that does millions per year versus a simple family homepage that you just don't want to go down all the time, you're talking different requirements and definitions of what "reliable" really means.
Anyway, you can get good cheap hosting for about $10 - $15 per month with enough features to allow you to expand down the road if you need to.

My personal recommendation is Canaca. They have the most generous amount of disk space (from 80 to 240 GB of disk space, depending on the service plan you choose) at extremely affordable rates (starting at 3.95 US per month on a 24-month Bronze plan).
I've been with them for quite a while and they are pretty reliable. Their support is quick and helpful. Downtime since I've been with them has been very rare. I can only remember three or four brief instances when it's happened to me. But no webhost can guarantee 100% uptime.
When I first heard about them, I was incredulous. Then I tried it out and I'm pretty happy. They have a very good web-based administration control panel that's easy to configure and has lots of help files to guide you.
