It depends if the producers (ie. the people who own the copyright for the program) have released it into the public domain or not. As a general rule, if the download is offered from the producer or TV channel's website then it is probably legit. If not, it's likely to be illegal!

If you pay for them via a recognised tv channel then no it is perfectly legal.
if you use p2p program ie limewire or warez then yes it is illegal, as you are breaking the copyright of this program. the police are now trying to track people using these sites
