The smartest people are the ones that continue to learn throughout life. This is not limited to race, ethnicity or religion. It applies to individuals that are driven to become the best. Knowledge knows no boundaries. It's up to each individual to reach their potential and help advance life around them.

Your question is very dangerous, as its consequence is a classification of people, countries and races.
The only thing I think you can compare are results of studies on the education system, but it's only the quality of the education system it compares!
What do you call smart anyway? Intellectually smart? Socially smart? IQ smart? Knowledgelly smart?

Japanese value education the most. Americans have potential, they are just smart@sses. And the Germans, nothing good but cars have come from them.

i think Singaporean and japanese are the smartest...or probably my youngest brother! :o) he always got 100% on his mathematics test... and he earned his master in such a young age...
